DUBUQUE, Iowa — A 41-year-old Dubuque man was arrested Monday afternoon, October 26, 2026, on a felony charge of failing to comply with the sex offender registry, according to an arrest report.

Ryan Scott Devore, 41, was taken into custody at 5:04 p.m. on Monday, October 26, 2026, at 1495 Elm St. in Dubuque. The arresting officer is listed as B. J. Eberly.

Devore faces a single charge:

•  Failure To Comply With Sex Offender Registry (felony)

The arrest report does not describe which registration requirement was allegedly violated, and it lists no bond information or court date. Those details were not available Monday evening.

Court records show the registration requirement stems from an earlier Dubuque County case. Devore was convicted of third-degree sexual abuse, and the Iowa Court of Appeals affirmed that conviction on September 27, 2023, in case number 22-0945, after Devore challenged the sufficiency of the evidence and sought a new trial. The district court judge in that case was Monica Zrinyi Ackley.

No further information has been released. This story will be updated as court records become available.

Devore is presumed innocent of the new charge unless and until proven guilty in a court of law. The earlier sexual abuse conviction described above is a separate, adjudicated case.
