The City of Dubuque has been awarded two grants totaling more than $1.3 million to support the planned White Street Two-Way Bicycle Track. The project will improve bicycle connections between downtown Dubuque and the community’s expanding trail network.

The City received a $905,000 Transportation Alternatives Program (TAP) grant through the Dubuque Metropolitan Area Transportation Study (DMATS) and $398,936 through the Iowa Department of Transportation’s State Recreational Trails (SRT) Program.

The White Street Two-Way Bicycle Track is expected to be constructed during the 2028 construction season, with completion anticipated in late 2028 or early 2029. The project will provide a dedicated, two-way bicycle track on the west side of White St., at the same elevation as the sidewalk. Extending from 5th St. to 19th St., the bikeway will accommodate north/south bicycle travel through downtown.

The bicycle track is expected to be 10 feet wide, with five feet designated for each direction of travel. It will be adjacent to a 6-foot-wide sidewalk, with a 5-foot-wide buffer separating the bikeway from the street curb.

The project will connect many existing bikeways, including the eastbound bicycle lane on 9th St. and the westbound bicycle lane on 10th St., as well as the trail segment currently under construction along Pine St. from 12th St. to 9th St.

Together, these improvements will help create more continuous bicycle connections between downtown and several local and regional trails, including the Bee Branch trails, North End Trail, Heritage Trail, Chaplain Schmitt Island trails, Jaycee Trail to Lock and Dam #11, and Mississippi River Trail. These connections will give residents and visitors more opportunities to travel by bicycle, explore the community, and access recreational amenities.

The White Street Two-Way Bicycle Track was identified as an improvement in the Central Ave. and White St. Corridor Study multi-modal alternative adopted by the Dubuque City Council in January 2025. The alternative serves as the City’s guide and long-term master plan for the redevelopment and revitalization of the corridor.
