DUBUQUE, Iowa — A 34-year-old Dubuque man was arrested Thursday morning on felony charges of eluding and parole violation.

Cory Gene Meloccaro, described as a white male, 34, was taken into custody at approximately 11:00 a.m. on Sept. 3, 2026, at 770 Iowa Street, the location of the Dubuque Law Enforcement Center. 

According to the arrest report (AR 2026000459), Meloccaro faces two felony counts:

1.  Eluding – Speed Over 25 Over Limit

2.  Parole Violation, New Evidence

Officer R.J. Neumann made the arrest. Bond was set at $50,000 cash.

Under Iowa Code § 321.279, eluding becomes a Class D felony when a driver willfully fails to stop for a peace officer’s visual and audible signal and exceeds the speed limit by 25 mph or more during the pursuit. A subsequent offense can elevate it further. 

Meloccaro has a prior criminal history in Dubuque County. In 2021, he was sentenced to 15 years in prison after pleading guilty to second-degree theft, possession of methamphetamine with intent to deliver, and being a felon in possession of a firearm. Earlier that year, he was arrested on charges related to the theft of a motorcycle that he allegedly attempted to disguise with spray paint, along with additional drug and firearm warrants. 

Meloccaro is presumed innocent until proven guilty in a court of law. No further details on the circumstances of the latest arrest have been released by authorities.
