The Julien Dubuque Bridge, carrying U.S. Highway 20 across the Mississippi River between Dubuque, Iowa, and East Dubuque, Illinois, remains fully closed as crews continue extensive repairs. Iowa Department of Transportation officials now project that one lane will reopen to traffic by Wednesday, August 12, 2026, weather permitting. The timeline has shifted due to weather and unforeseen conditions during the full-closure phase. 

This multi-phase project, which began in mid-June 2026, aims to address critical maintenance needs and is scheduled to wrap up by mid-September. Work includes repairs to the bridge and sidewalk approaches, deck joint fixes, painting of the steel superstructure, sealing the deck, rail repairs, and replacement of the handrail along the pedestrian crossing. The bridge carries more than 18,000 vehicles daily under normal conditions, making the temporary disruptions significant for local commuters, businesses, and cross-river travelers. 

Project Phases and Timeline

Repairs started with partial closures. An initial phase involved daytime closures of the eastbound lane on weekdays. The full closure of both directions began around July 6 (following a holiday-weekend pause) and was originally expected to last about 30 days. That full shutdown has extended slightly beyond the early August target.

Once a single lane reopens around August 12, the final phase will feature daytime closures affecting eastbound traffic through mid-September. Westbound traffic is expected to use the remaining open lane during those periods, while eastbound drivers continue following the established detour. Evening or overnight restrictions may still occur depending on progress. The bridge has also been closed to pedestrians throughout the work. 

Detours and Alternative Options

Drivers must follow the marked detour during closures. Eastbound traffic travels north on U.S. 61 to Wisconsin Highway 11, then south on Wisconsin Highway 35 / Illinois Highway 35. Westbound traffic uses the reverse route. This path crosses the Mississippi via the Dubuque-Wisconsin Bridge and typically adds about 10 minutes of travel time under normal conditions, though concurrent construction on nearby Wisconsin highways can increase delays.

To help pedestrians and cyclists who normally use the bridge, the City of Dubuque and Iowa DOT have operated a free shuttle service. The shuttle runs between the Dubuque Intermodal Transportation Center (950 Elm Street) and the East Dubuque Public Library on weekdays (approximately 6:15 a.m. to 6:45 p.m.) and Saturdays (approximately 8:15 a.m. to 5:45 p.m.). It does not operate on Sundays. Reservations are required by calling 563-589-4196, preferably at least 24 hours in advance.
