DUBUQUE, Iowa — A 39-year-old Dubuque man was arrested Friday morning on felony and misdemeanor domestic abuse charges.

Antonio Dean Welch faces one felony count of Domestic Abuse Assault Impeding Air/Blood Flow Causing Bodily Injury (strangulation) and one misdemeanor count of Domestic Abuse Assault With Injury. Officers responded to 843 Air Hill St. around 7:56 a.m. on June 26, 2026.

Welch was taken into custody at the scene and is being held at the Dubuque County Jail with no bond.

Iowa law treats strangulation in a domestic setting as a serious felony due to the high risk of serious harm or death. Details about the alleged victim have not been released.

Welch is presumed innocent until proven guilty. The case remains under investigation by Dubuque police and the Dubuque County Attorney’s Office.
