
DUBUQUE, Iowa — A 31-year-old Dubuque man was taken into custody Friday afternoon on charges of neglect or abandonment of a dependent person and interference with official acts.
Christen R. Carter, 31, was arrested at approximately 12:20 p.m. on June 19, 2026, at 2311 Central Ave. Officer D. Weis responded to the scene and placed Carter under arrest.
Charges
• Neglect or Abandonment of a Dependent Person (Felony) — Iowa law prohibits the willful or negligent failure to provide necessary care, supervision, or support to a dependent person (typically a child, elderly individual, or person with disabilities who relies on the caregiver).
