Dubuque Woman Arrested on Felony Theft Charge Following Warrant

DUBUQUE, IA – April 24, 2026 – A 43-year-old Dubuque woman was taken into custody early Friday morning on a Class D felony theft charge, according to jail records.
Rebecca Ann Cornwell (W/F/43) was arrested at 5:55 a.m. on April 24, 2026, at 770 Iowa St., the address of the Dubuque Law Enforcement Center. The arrest stems from a warrant issued on February 18, 2026, by Judge Mark T. Hostager.
Cornwell faces one count of Theft in the Second Degree – Shoplifting, in violation of Iowa Code 714.2(2). The offense date is listed as November 1, 2025. Second-degree theft is a Class D felony in Iowa, typically involving stolen property or services valued between $1,500 and $10,000.
A cash surety bond was set at $10,000.
Court records show multiple filings on April 24, including an application for counsel/financial statement submitted by both Cornwell and the Dubuque County Sheriff’s Dept. A warrant was officially served on the same day as the arrest.
The Dubuque Police Department filed the original complaint.
