DUBUQUE, IA — A Dubuque man, arrested earlier this week on multiple charges including assault on law enforcement, now faces a serious felony sex crime following a new investigation.

Quintin James Gassman, 19, was arrested on Friday, January 23, 2026, at approximately 3:20 p.m. at 770 Iowa Street on a warrant charging him with Sexual Abuse in the Third Degree – Forcible Rape, a Class “C” felony. The warrant was issued earlier that day by District Associate Judge Mark T. Hostager.

According to court records, the new charge stems from a criminal complaint filed by the Cascade Police Department under case number FECR162846. The alleged incident is listed separately from charges stemming from an arrest earlier in the week.

Gassman was already in custody at the Dubuque County Jail following an initial arrest on Sunday, January 19, 2026. From that incident, he faces five charges: Assault on Persons in Certain Occupations (Bodily Injury), Interference with Official Acts (Bodily Injury), Eluding, and an additional count of Assault on Persons in Certain Occupations. A cash or surety bond of $20,000 was set for those combined charges.

For the new forcible rape charge, the court has set NO BOND. Gassman is being held without the possibility of pretrial release as he awaits his next court appearance.

Gassman is scheduled for an initial appearance on the sexual abuse charge in Dubuque District Court on Saturday, January 24, 2026.

All individuals are presumed innocent until proven guilty in a court of law. The charges are merely accusations, and the defendant has the right to a fair trial.
