DUBUQUE, Iowa — Bailey Scott Foht, 26, pleaded guilty Monday to homicide by vehicle while operating under the influence (Class B felony) and driving while barred (aggravated misdemeanor).

The plea deal resolves charges from a June 12, 2025, crash that killed Kalissa Reeder, 38, as she crossed Locust Street.

Foht struck Reeder with his vehicle, fled the scene, and was arrested the next day.

The state recommends a 27-year prison sentence. Sentencing is scheduled for February 2, 2026.
