Dubuque, IA – December 8, 2025 – Michael John Papin, 46, of Dubuque, was arrested early Monday morning on misdemeanor charges of possessing a dangerous weapon as an ineligible person and operating while intoxicated (first offense).

The incident occurred around 12:24 a.m. at the intersection of 17836 Peru Road and Riverside Road. Dubuque County Sheriff’s Deputy S.A. Miller took Papin into custody without incident.

Papin, described as a white male, is being held at the Dubuque Law Enforcement Center pending arraignment. No injuries were reported.

Authorities remind drivers to never operate vehicles under the influence. Further details will be released as the investigation continues.
