DUBUQUE, IA – Jesse Lee Harvey, a 45-year-old white male, was arrested on December 5, 2025, at 1:56 p.m. at 2024 Jackson Street.

Harvey faces one felony charge of domestic abuse assault impeding air/blood flow causing bodily injury, plus two misdemeanors: domestic abuse assault with injury (simple assault) and first-degree harassment.
