Dubuque, IA – December 3, 2025 – Joel Francis Hass, 49-year-old white male, arrested again today at 10:28 AM at 770 Iowa Street on three misdemeanor charges: 1) Assault While Displaying a Dangerous Weapon, 2) Aggravated Domestic Abuse Assault with Injury, and 3) Second-Degree Harassment. Officer K.D. Patterson of the Dubuque Police Department conducted the arrest.

This follows Hass’s December 2 felony failure-to-appear arrest at the same address, linked to prior sex offender registry violations in Fayette County. Iowa Code classifies the new charges as serious misdemeanors (§§ 708.2(1)(c), 708.2A(3)(b), 708.7), with penalties up to one year in jail and $2,560 fines each.
