Dubuque, IA – Early Sunday, November 23, 2025, Dubuque police arrested two individuals on multiple drug-related charges at 98 E 27th St/White St.

Amber Lee Noonan, 36, white female, faced five counts: drug possession of controlled substance (misdemeanor), unlawful possession of prescription drug (misdemeanor), possession of drug paraphernalia (misdemeanor), interference with official acts without injury/damage (misdemeanor), and introducing intoxicants or drugs into an institution (felony). Officer Dauderman handled the 2:52 a.m. arrest, case AR 2025008322.

Minutes later, at 3:01 a.m., James Mackensie Hammerand, 38, white male, was arrested on three counts: controlled substance violation (felony), unlawful possession of prescription drug (misdemeanor), and possession of drug paraphernalia (misdemeanor). Officer Leitzen led the arrest.

Both remain in custody pending court. No injuries reported. Investigation ongoing.
