Manchester, Iowa – November 24, 2025 – The Manchester Police Department today announced the conclusion of Operation “Castle,” a two-month undercover sting targeting online child predators that resulted in the arrest of four adult men.

Between September and November 2025, a specially trained undercover officer posed as a 15-year-old boy on multiple social media and dark web platforms. The officer never initiated contact, never suggested sexual activity, and never proposed meetings. Despite clear statements of being underage, the suspects independently:

•  Proposed sexual activity

•  Sent unsolicited nude images

•  Arranged discreet meetups

All arrests occurred without incident at a pre-selected location chosen for public safety. Defendants arrived carrying condoms, lubricants, sexual medications, and other items indicating intent.

Arrested individuals:

•  William Bockenstedt, 56 – Grooming; Enticing a Minor Under 16 for Sexual Purpose

•  Seth Chambers, 41 – Grooming

•  Craig Conrad, 38 – Grooming; Enticing a Minor Under 16 for Sexual Purpose

•  Alex LaFrenz, 32 – Grooming; Enticing a Minor Under 16 for Sexual Purpose; Exhibition of Obscene Material to a Minor

Four additional cases have been referred to other agencies; further charges are possible pending forensic review.

The operation, originally scheduled to end December 14, concluded early after unrelated media reports risked exposure.

Chief Benjamin A. Davis stated: “This operation exposed a disturbing reality about how easily predators access our children online. Parents must talk openly with their kids about internet dangers.”

A Cyber Safety Parent Night will be held December 3, 2025, at 5:30 PM in partnership with West Delaware School District.

Chief Davis praised the undercover officer, Manchester PD personnel, Delaware County Sheriff’s Office, and Iowa State Patrol for their professionalism and sacrifice.

All defendants are presumed innocent until proven guilty.
