DUBUQUE, Iowa — A shooting incident in the heart of Dubuque on Friday morning led to the arrest of a juvenile suspect on charges of attempted murder, according to the Dubuque Police Department.

At approximately 9:58 AM on October 24, 2025, police responded to reports of gunshots in the area of E. 17th and Jackson Streets. Upon arrival, officers identified 18-year-old Kareem Sehwail of Dubuque as a key individual involved in the incident. Through interviews and a preliminary investigation, authorities determined that Sehwail had been engaged in a disturbance with two individuals in an alley west of the 1700 block of Jackson Street.

During the altercation, one of the individuals, a juvenile male, allegedly drew a handgun and fired a shot toward Sehwail. The shot missed Sehwail but struck an uninvolved motor vehicle nearby. No injuries were reported.

Dubuque Police utilized traffic camera footage to track the two suspects as they fled the scene. The footage showed them being picked up by a vehicle that crossed state lines into Wisconsin. Through swift coordination with law enforcement agencies in Wisconsin and Illinois, officers located and apprehended the two suspects in East Dubuque.

The juvenile who fired the shot has been charged with Attempted Murder, a Class B felony. The investigation remains active, and police have indicated that additional charges may be filed as more details emerge.

Lieutenant Luke Bock, a spokesperson for the Dubuque Police Department, emphasized that the charges are allegations and that all suspects are presumed innocent until proven guilty in a court of law.
