Dubuque, IA – October 24, 2025 – Isaac Allen Gukeisen, 22, was arrested at 770 Iowa Street at 2:10 p.m. on Friday, charged with Sexual Abuse in the Second Degree – Forcible Rape, a Class B felony. The Dubuque County Sheriff’s Department executed an arrest warrant issued on October 23, following a criminal complaint filed by the Dubuque Police Department earlier in the week. On October 22, Judge Robert J. Richter ordered the warrant.

Gukeisen is being held at the Dubuque County Jail without bond, awaiting his initial court appearance. The sheriff’s department has not released further details about the incident. The investigation is ongoing
