Dubuque, IA – A 27-year-old man was taken into custody Thursday evening on charges of second-degree theft involving shoplifting, according to local law enforcement records. The incident occurred at the Dubuque Law Enforcement Center located at 770 Iowa St.

Reion Exl Garrett, 27, faces a felony charge classified as a Class D felony under Iowa law for theft in the second degree, which typically applies to stolen property valued between $750 and $1,500 or involves aggravating factors such as prior convictions.
