Dubuque, IA – On September 30, 2025, Dubuque Police Department (DUPD) officers responded to two noise complaints in the 1200 block of University Avenue, resulting in the arrest of a 23-year-old man for reckless use of a firearm. No injuries or property damage were reported.

At 10:06 p.m., DUPD received a call (incident number 25082598) reporting a disturbance involving loud noise or music at a residence in the 1200 block. A second call (incident number 25082601) followed at 10:26 p.m. for the same issue. Officers, including J.D. Waddick, arrived at approximately 10:17 p.m. to investigate.

A consensual search was done . Alex Marques Heckard, a 23-year-old Black male, was identified as the individual responsible and was arrested at 10:17 p.m. on a misdemeanor charge of Reckless Use of Firearm – No Injury/Damage under Iowa Code Section 724.29.

Heckard was booked at Dubuque County Jail and on a $300 cash bond. He is scheduled to appear in Dubuque County District Court.

An arrest is not an admission of guilt and subjects are innocent until proven guilty in a court of law.


According to people in the neighborhood they heard 5 to 6 shots fired. Reported to our reporter on scene.
