Dubuque, IA – A dramatic pursuit through rural Iowa roads culminated in the arrest of a local man on Tuesday afternoon, September 23, 2025, after he allegedly led law enforcement on a high-speed chase and collided with two vehicles.

Stephen D. Travis II, 35, of 1433 Washington St., Dubuque, was taken into custody at approximately 2:37 p.m. at the intersection of Milwaukee Street and Jackson Street in Dubuque. The incident, which began earlier in the day outside city limits, involved multiple charges related to reckless driving, eluding officers, and property damage.

According to authorities, the chase initiated when officers attempted to stop Travis for a traffic violation. Instead of complying, Travis accelerated, reaching speeds exceeding 110 mph on Iowa Highway 3 southbound toward Dubuque. Documents from the arrest detail that his vehicle veered onto the shoulder of the roadway, striking a road sign adjacent to a walking trail before continuing into the city limits.

The pursuit escalated as Travis, driving erratically, failed to maintain control of his vehicle. He was charged with eluding law enforcement while exceeding the speed limit by more than 25 mph, a felony offense. Additional misdemeanor charges include driving while his license was revoked, failure to maintain control, speeding more than 2 mph over the 55 mph limit (with a $2 fee per excess mile), leaving the scene of a property damage traffic accident, unsafe passing, and striking unattended fixtures.

No serious injuries were reported from the collisions, though two vehicles sustained damage during the incident. The exact circumstances leading to the initial stop and the full details of the crashes remain under investigation by the Dubuque Police Department.

Travis was booked into the Dubuque Law Enforcement Center by Officer B.J. Goerdt. He had a court appearance and is the Dubuque County Jail on a$20.”00cash bond.
