A 31-year-old Dubuque resident, Ryan Jay Humphreys, was sentenced on August 11, 2025, following his arrest on April 28, 2025, at 2013 Central Avenue. Humphreys faced multiple felony charges stemming from a targeted law enforcement operation aimed at curbing criminal activity in the community. Humphreys was initially charged with seven offenses, including Burglary in the Third Degree, Theft in the First Degree, Criminal Mischief in the Second Degree, Unlawful Possession of a Prescription Drug, Possession of Drug Paraphernalia, Interference with Corrections Officials, and Burglary/Breaking and Entering.
