DUBUQUE, Iowa (AP) — Authorities have concluded that officers’ actions were justified in a July 1, 2025, officer-involved shooting in Dubuque County, near Cascade, the Iowa Division of Criminal Investigation announced Friday.

The incident occurred when a Dubuque Police Department officer, alongside law enforcement from other agencies, attempted to arrest a suspect. The encounter resulted in a shooting, prompting a mandatory investigation by the Iowa Division of Criminal Investigation, as is standard for all officer-involved shootings in the state.

The investigation’s findings were submitted to the Dubuque County Attorney and the Iowa Attorney General’s Office for review. After evaluating the evidence, both offices determined that the officers’ actions were justified.

Per Dubuque Police Department policy, the involved officer was placed on critical incident leave pending the investigation’s outcome. Following the determination, the officer is set to return to full duty.
