Dubuque, IA – July 22, 2025 – Two individuals were arrested early this morning at 200 Olympic Heights in Dubuque for violating no-contact/protective orders, according to the Dubuque Police Department.

Mark Alan Woller, a 46-year-old white male, was taken into custody at 12:37 AM on multiple charges related to contempt for violating a no-contact/protective order. Woller faces two felony counts and one misdemeanor count of contempt for breaching the terms of a protective order. He is currently being held at the Dubuque County Jail on a $25,000 cash bond pending a court hearing. The arrest was carried out by Officer A.D. Manders, under arrest report number AR 2025005176.

Minutes later, at 12:43 AM, Erin Elizabeth Rigby, a 48-year-old white female, was also arrested at the same location on a single misdemeanor charge of contempt for violating a no-contact/protective order. Rigby is being held on a $1,500 cash surety bond. Officer A.D. Manders also handled this arrest, documented under the same arrest report number.

The Dubuque Police Department has not released additional details about the circumstances leading to the arrests or the specifics of the protective orders involved. Both cases are pending further court proceedings,
