DUBUQUE, Iowa — Corlandis Deshawn Chester, a 38-year-old Dubuque resident, was arrested on July 8, 2025, at 5:54 a.m. at 770 Iowa Street, facing multiple serious charges following a vehicle crash that injured two children and another individual. The charges include Child Endangerment – Serious Injury, a felony; Child Endangerment – Bodily Injury, a felony; Neglect or Abandonment of a Dependent Person, a felony; Leaving the Scene of an Accident – Serious Injury, a misdemeanor; and Driving While Barred, a misdemeanor.

The arrest stems from a collision on July 2, 2025, on University Avenue near Irving Street. Chester, driving eastbound, allegedly crossed the center line and collided with a westbound vehicle driven by an individual identified as Stillings. According to police reports, Chester fled the scene with two young children in the backseat of his vehicle. The children were later located and transported to a medical facility, with one child was taken by Air Car One to University of Iowa Hospital due to the severity of their injuries. Stillings sustained minor cuts to his arm but declined medical treatment.

Court records indicate that Chester’s actions led to felony charges of child endangerment and neglect, reflecting the serious harm caused to the children in his care. The misdemeanor charges of leaving the scene and driving while barred further escalate the legal consequences, as Chester was allegedly operating a vehicle without a valid license and failed to remain at the accident scene.

On July 8th, Chester had an initial hearing appearance before Dubuque District Court Judge Robert J Richter, and his bond was set at $50,000 cash appearance bond .
