DUBUQUE, IA – The Dubuque Police Department responded to a scene early this morning, resulting in the arrest of two individuals on charges related to disorderly conduct and driving under the influence. The incidents occurred on June 30, 2025, near the intersection of John F. Kennedy Road and Pennsylvania Avenue.

At approximately 3:13 a.m., Patrick Devon Henry, 24, was taken into custody by Officer J. Kimball on a charge of disorderly conduct-fighting/violent behavior, a misdemeanor. The arrest, documented under report number AR 2025004583, took place at 1698 John F. Kennedy Road. Just two minutes later, at 3:15 a.m., Keith David Walker, 39, was arrested by Officer K. Frick at 1701 John F. Kennedy Road. Walker faces charges of disorderly conduct-fighting/violent behavior and operating while intoxicated (OWI) first offense, both misdemeanors.
