At approximately 6:15 A.M., Pernell Davion Marshon, 28, of Dubuque, was arrested by Officer J. Vauthier on charges of Child Endangerment (Misdemeanor) and Interference with Corrections Official – No Injury/Damage (Misdemeanor). The arrest, documented under case number AR 2025004429, stemmed from an incident at the aforementioned address. Specific details regarding the circumstances leading to Marshon’s charges were not immediately released by authorities.

Shortly thereafter, at 6:41 A.M., Lazzaria Arnetta Barnes, 23, of Dubuque, was arrested at the same location by Officer D.R. Doerges.
