Dubuque, IA – On June 24, 2025, Dubuque Police responded to an incident at 31 E. 24th Street, resulting in the arrests of two individuals on charges related to child endangerment, domestic abuse, and interference with corrections officials.

At approximately 6:15 A.M., Pernell Davion Marshon, 28, of Dubuque, was arrested by Officer J. Vauthier on charges of Child Endangerment (Misdemeanor) and Interference with Corrections Official – No Injury/Damage (Misdemeanor). The arrest, documented under case number AR 2025004429, stemmed from an incident at the aforementioned address. Specific details regarding the circumstances leading to Marshon’s charges were not immediately released by authorities.

Shortly thereafter, at 6:41 A.M., Lazzaria Arnetta Barnes, 23, of Dubuque, was arrested at the same location by Officer D.R. Doerges. Barnes faces charges of Domestic Abuse Assault with Injury – Simple Assault (Misdemeanor) and Child Endangerment (Misdemeanor). The arrests appear to be connected to a domestic incident, though further details about the events or the presence of a child were not disclosed in the initial report.

Both individuals were taken into custody and processed at the Dubuque Law Enforcement Center. The Dubuque Police Department has not released additional information about the incident, including the condition of any victims or the relationship between Marshon and Barnes.

The cases will be referred to the Dubuque County Attorney’s Office for further review. Authorities remind the public that all individuals arrested or referred for charges are presumed innocent until proven guilty in a court of law, in accordance with Iowa legal standards.
