On Thursday, March 27th, Dubuque City Manager Michael Van Milligan suffered a knee injury while exiting his vehicle at the intersection of East 3rd and Main Streets. The incident occurred in the evening, and the vehicle involved reportedly fled the scene.

Early on Friday, March 28th, Dubuque Police apprehended Christopher Higgins 34, on Peru Road. He has been charged with three offenses: Operating While Intoxicated (OWI) 1st Offense, a misdemeanor; Serious Injury By Vehicle, a felony; and Leaving the Scene of an Accident – Serious Injury, a misdemeanor.

According to court records, Christopher Higgins, 34, of Dubuque, has pleaded not guilty to the charges in writing. His next court appearance is scheduled for August 19th, 2025, in Dubuque District Court.
