Dubuque Fire and Rescue responded to University and Walnut streets this afternoon for a fully engulfed  car. No injuries were reported at the scene. Several allegations have been circulated regarding the incident. The cause of the incident, which involved balloons in the powerlines, is still under investigation. Further information will be released as soon as it becomes available.
