Dubuque, IA – March 29, 2025

Dubuque City Manager Michael Van Milligan sustained a knee injury after being struck by a vehicle Thursday night getting out of his, at E.3rd and Main in Police have arrested Christopher Charles Higgins, 34, in connection with the incident.

Authorities located Higgins on Peru Road early Friday morning and arrested him. He has been charged with three offenses: Operating While Intoxicated (OWI) 1st Offense (a misdemeanor), Serious Injury By Vehicle (a felony), and Leaving the Scene of an Accident – Serious Injury (a misdemeanor).

An arrest is not an admission of guilt and all arrested are innocent until proven guilty in a court of law.
