Jamestown Township, WI – March 28, 2025 – A Cuba City woman was arrested for operating while intoxicated (4th offense) and multiple traffic violations following a hit-and-run incident on Highway 151 in Grant County on Wednesday, March 26, 2025.

According to the Grant County Sheriff’s Office, the incident occurred at approximately 11:23 a.m. near mile marker 1 in Jamestown Township. Alex Breen, 32, of Dubuque, reported to Grant County Dispatch that he was driving south in his 2018 Chevrolet Silverado when another vehicle passed him. Breen stated that during the passing maneuver, the vehicle crossed into his lane and sideswiped his Silverado.

The offending vehicle allegedly did not stop and continued traveling towards Dubuque.
The Dubuque Police Department was contacted and assisted the Grant County Sheriff’s Office in locating the suspect vehicle, a 2004 Ford F150. The vehicle was found stopped at a business on the Dubuque side of the bridge. The driver was identified as Karen Steffen, 62, of Cuba City.

As a result of the subsequent investigation, Steffen was arrested for operating while intoxicated (4th offense) in Iowa. In connection to the hit-and-run crash that occurred in Grant County, Steffen was also issued citations for operating while intoxicated (4th offense), operating while revoked, hit & run, and unsafe lane deviation.

The Grant County Sheriff’s Office expressed their gratitude to the Dubuque Police Department for their assistance in this incident.

It is important to note that persons arrested or referred for charges by the Grant County Sheriff’s Office are presumed innocent until proven guilty in a court of law. An arrest indicates only that probable cause exists to bring formal charges. The names of victims and witnesses have been withheld in accordance with Wisconsin Statute §950.04.
