Dubuque, IA – March 22, 2025 – Elias Torres, a 21-year-old male, was arrested on March 21, 2025, at 9:58 PM following an incident at the intersection of 919 Rose St. and Belmont St. in Dubuque, Iowa.
Officers from the Dubuque Police Department took Torres into custody on the following charges:
- Assault While Displaying a Dangerous Weapon (Misdemeanor)
- Operating While Intoxicated (OWI), 2nd Offense (Misdemeanor)
- Harassment 3rd Degree (Misdemeanor)
Torres was processed and booked into the Dubuque County Jail.
