Dubuque, IA – In the early hours of November 7, 2024, Vance Lee Ohara, a 41-year-old resident of Dubuque, was arrested on charges of animal neglect. The arrest took place at the intersection of East 18th Street and White Street at approximately 12:27 AM.

Ohara faces two misdemeanor charges: one count of Animal Neglect resulting in Serious Injury or Death, and a second count of Animal Neglect without Injury or Serious Injury. The arrest was made by Officer R. C. Cole, who responded to the scene following reports of animal mistreatment.
