Harris, Tiara Nancy Harris 33, arrested on chrarges of 1) Abandonment Of Cats And Dogs No Injury (M) and 2) Animal Neglect – No Injury/serious Injury Or Death (M), at 770 Iowa St, Dubuque, IA, on 1/3/2024 10:45.
