A Clinton man, Zachary Shepherd, is facing charges from the Dubuque Police Department for allegedly making threats of terrorism. The incident took place on Monday, when Shepherd allegedly left voicemails for a worker at the Department of Human Services office in Dubuque.

In at least one of the calls, Shepherd is claimed to have threatened to kill as many people as he could if he didn’t receive his money back. The other two calls also mentioned the potential killing of individuals.

Based on the results of an investigation, it was discovered that Shepherd’s anger stemmed from a hold being placed on his checking account due to non-payment of child support. Police apprehended him later on Monday.

Zackery Shepherd, 38, charges of threat of Terrorism (F), at 770 Iowa St, Dubuque, IA, on 11/22/2023 00:19.

Shepherd’s case is currently under review by authorities, and additional charges may be pending.
