Before 4:00 pm today, Dubuque Police arrested Justin Kast, 29, near High Bluff and Farley Street.

He’s charged with burglary in the first degree – breaking and entering. Burglary 3rd degree – burglary and breaking and entering. Unauthorized use of a credit card under 1500 dollars. Criminal mischief, 2nd degree. Criminal mischief 4th degree. Possession of a controlled substance. Possession of drug paraphernalia. Getting in the way of official acts – no damage or injury. There was no injury or damage – just interference with official acts. Failure to comply with the sexualoffender registry. Voluntary absences from custody. Infringement with official acts and probation violation – no injuries.

All arrested are innocent until proven guilty in a court of law.
