Dubuque District Court Judge Thomas Bitter gave Robert A. Bies, 51, a deferred judgment for two counts of indecent exposure. Bies pled guilty, was given probation, and was fined. If he completes his probation, his case will be expunged.
Bies had to separate occurrences of exposing and touching himself, once in July and once in September 2022 in Asbury.
