Kohls Department store on the North West Arterial called Dubuque Police dispatch Thursday to report 3 people stealing Cologne and perfume Thursday valued at $3,980.00.

Ireonna M. Parks, 21, of Cedar Rapids, Iowa; Curquan L. Riley, 22, and Mekhi A. Todd-Caston, 22, both of Waterloo, Iowa did a grab-and-go fleeing the store and parking lot.

Dubuque Police soon after the theft made a traffic stop on North Cascaded Road and found the 3 subjects with perfume and Cologne, the subjects all so tossed a bag out of the vehicle cologne on Dodge Street that was recovered. Officers on the scene all so smelt the strong order of Marijuana and found the substance in the vehicle,

Authorities charged Ireonna Parks, 21, with 1) Theft 2nd degree—shoplifting (F), 2) Drug possession of a controlled substance (M), 3) Driving barred (M), and 4) A warrant out of the jurisdiction.

Dubuque Police charged Melvin Avant Castin 22, of Waterloo Iowa with 1) Theft 2nd Degree – Shoplifting ( ), 2) Warrant Out Of Jurisdiction (F), and 3) Warrant Out Of Jurisdiction (F), at 2595 Nw Arterial.

All subjects are presumed innocent until proven guilty in a court of law.
