DUBUQUE, Iowa — A 34‑year‑old Dubuque man was arrested Sunday afternoon on multiple felony and misdemeanor charges after an incident involving both a child and an adult, according to police.
Joseph Anthony Ruff was taken into custody at 2:43 p.m. on April 12, 2026, at 770 Iowa St. Officer K.A. Hoover was listed as the arresting officer.
Ruff faces six charges, including:
- Child Endangerment – Bodily Injury (Felony)
- Domestic Abuse Assault With Injury – Simple Assault (two counts)
- Child Endangerment – Bodily Injury (Misdemeanor)
- Child Endangerment (two misdemeanor counts)
Authorities have not released additional details about the circumstances leading to the arrest or the condition of the victims. Ruff was transported to the Dubuque County Jail, where he awaits an initial court appearance.
