DUBUQUE, Iowa — A 38-year-old Dubuque man faces multiple misdemeanor charges after authorities say he was operating while intoxicated with a child in the vehicle and interfered with official acts during an encounter Sunday morning.

Kyle B. Rafac 38, was arrested at approximately 10:27 a.m. on April 5, 2026, at the southwest arterial entrance to 5407 Dodge St. in Dubuque.

According to the Dubuque Law Enforcement Center arrest log, Rafac was charged with:

•  Operating While Intoxicated (OWI) 1st Offense (misdemeanor)

•  Child Endangerment (misdemeanor)

•  Interference with Official Acts — No Injury/Damage (misdemeanor)

Officer J. Ostwinkle is listed in connection with the arrest.
