Dubuque, Iowa — Ryan Michael Freiburger, 36, was arrested Thursday, April 2, 2026, at 5:50 a.m. on a charge of second-degree theft (all other larceny), a class D felony.

The arrest occurred at the Dubuque Law Enforcement Center, 770 Iowa St., by Officer D.J. Weig. Under Iowa law, the offense typically involves property valued between $1,500 and $10,000 and carries a potential penalty of up to five years in prison and fines up to $10,245.
