DUBUQUE, Iowa — James Richard Shepherd, 29, a white male, was arrested Monday at 3:34 p.m. at 2221 Francis Street on five charges.

Officer E.J. Lembke of the Dubuque Police Department made the arrest. Shepherd faces:

1.  Drug Possession of a Controlled Substance (misdemeanor)

2.  Controlled Substance Violation (felony)

3.  Possession of Drug Paraphernalia (misdemeanor)

4.  Parole Violation, New Evidence (misdemeanor)

5.  Interference with Official Acts — No Injury/Damage (misdemeanor)

Court records show a public/bench warrant (D0002: ORDER TO ISSUE PUBLIC/BENCH WARRANT) was issued January 16, 2026, by Judge Michael J. Shubatt, with comments “CC: SHER,” in connection with preliminary/parole violation information (D0001).

Shepherd was on parole from 2021 felony convictions that resulted in prison sentences, including willful injury (five-year term), second-degree robbery, carrying weapons, domestic assault, possession of a controlled substance, and related probation violations.

Shepherd is presumed innocent until proven guilty. An initial court appearance is expected within 24 hours.
