DUBUQUE, Iowa (March 20, 2026) — Brandon James Manders, 31, was arrested Friday at 3:17 p.m. at 481 Locust Street on four charges: felony probation violation, misdemeanor probation violation, and two mittimus (misdemeanor) warrants.
The arrest by Officer B. Barbour stems from Case No. 01311 FECR134452 (State of Iowa vs. Manders, Brandon James). Court records show a bench warrant was ordered April 4, 2024, by District Judge Thomas A. Bitter after probation revocation proceedings began.
Manders’ prior record includes forgery (2019), multiple failures to appear (2022), probation violation with an out-of-state warrant (2022), and operating while intoxicated (2023).
In Iowa, probation violations can lead to revocation and imposition of suspended sentences. Mittimus orders authorize immediate custody for non-compliance.
Manders is in custody at the Dubuque Law Enforcement Center. No bond has been set. A revocation hearing is expected.
All information comes from public arrest logs and court dockets. Manders is presumed innocent until proven guilty.
