Update: Dubuque is presently experiencing power outages. The expected time for power to be turned back on has now changed to 4:30am
Several reports indicate power outages in downtown Dubuque and the West End, specifically in the university Finley Hospital area along Asbury Road. The estimated time for power restoration is 3:15 AM.
