DUBUQUE, Iowa — Authorities have identified the teenager fatally shot in a late-night incident Monday as 16-year-old Jakory McMillian of Dubuque.

According to a press release from the Dubuque Police Department issued March 11, 2026, officers responded around 10 p.m. on March 9 to reports of a shooting in the area of West Locust and Foye Streets. Upon arrival, they found McMillian suffering from a gunshot wound. Officers administered immediate medical aid until Dubuque Fire Department personnel arrived and transported him to UnityPoint Finley Hospital, where he was pronounced deceased.

Initial reports described the victim as 15 years old, but police later confirmed his correct age as 16.

The incident appears to stem from a disturbance involving individuals known to one another, with some accounts indicating a fight preceded the shooting. The event occurred in an alleyway between West Locust and Almond Streets near Foye, and witnesses reported that one person fired shots while multiple individuals fled the scene. No arrests have been announced as of the latest updates, and the investigation continues to determine the circumstances, including the motive and identity of any suspects.

This marks another tragic instance of gun violence affecting young people in the community, raising concerns about youth safety, conflict resolution, and access to firearms in Dubuque. Community leaders and local officials have not yet issued broader statements on prevention measures, but such incidents often prompt discussions on juvenile justice, mental health support, and community policing strategies in mid-sized Midwestern cities facing similar challenges.

The Dubuque Police Department emphasized that the case remains active and ongoing. Anyone with information is urged to contact Corporal Levin at 563-589-7859 (mlevin@cityofdubuque.org) or Investigator Warner at 563-589-4474 (twarner@cityofdubuque.org). Tips can be provided anonymously if desired.

As details emerge, the community grapples with the loss of a young life and the broader implications for public safety in Dubuque. Police have described the event as isolated, but the fatal outcome underscores the potential lethality of interpersonal conflicts when firearms are involved.

Further updates are expected as the investigation progresses.
