DUBUQUE, Iowa — February 26, 2026 — Kelsey Marie Dunbar, 24, of Dubuque was arrested Wednesday, February 25, 2026, at 5:55 p.m. on charges of domestic abuse assault – simple (misdemeanor) and criminal mischief in the second degree (felony).
