DUBUQUE, Iowa — A 26-year-old Dubuque man has pleaded not guilty to multiple felony charges stemming from a late-September 2025 disturbance in which a gunshot was fired during a large fight downtown.

Laquan C. Edwards, of 460½ W. Locust St., entered the plea in Dubuque County District Court in early February 2026. He faces charges including going armed with intent, assault while displaying a dangerous weapon, reckless use of a firearm causing property damage, participation in a riot, and interference with official acts.

The incident occurred in the early morning hours of September 28, 2025, in the 1400 block of Central Avenue. Police responded to a large group altercation involving at least six individuals. As the fight began to break up, officers heard a single gunshot. A 9mm shell casing was later recovered at the scene.

Traffic camera footage played a key role in the investigation. Authorities allege the video shows Edwards pulling out a handgun and firing one shot toward another person involved in the disturbance. The bullet struck the pavement, causing property damage but no injuries.

Edwards was first arrested shortly after the incident on October 5-6, 2025, on initial charges of participation in a riot and interference with official acts. Additional firearm-related charges were filed following further review of evidence, leading to a second arrest on January 13, 2026, at the Dubuque Law Enforcement Center.

Court records and police reports indicate several others were charged in connection with the riot aspect of the incident:

•  Deontae T. Leatherwood, 26, arrested October 2025 on a warrant for participation in a riot.

•  Dmarco E. Santiago, 23, and Kobe A. Santiago, 27, both arrested November 3, 2025, on charges of participation in a riot.

The case highlights the role of surveillance technology solving cases. No injuries occurred, which may factor into potential sentencing if convicted.

Edwards is scheduled for trial on March 24, 2026. He remains presumed innocent until proven guilty.
