DUBUQUE, IA – Early Thursday, February 5, 2026, Heather Nolene Schroeder, 50, was arrested for OWI 3rd Offense (felony) at 2134 Central Ave, Dubuque.

The arrest occurred at 1:02 a.m., handled by officer C. Vaske. She received an additional citation for Failure to Maintain Control under case 2026000791, issued by officer B.M. Neyen.

OWI 3rd Offense Explanation

In Iowa (Iowa Code § 321J.2), a third OWI (Operating While Intoxicated, equivalent to DUI) within a 12-year look-back period is a Class D felony.

Penalties upon conviction include:

•  Minimum 30 days jail (mandatory, up to 5 years prison).
