DUBUQUE, IA – January 19, 2026 – Thomas Richard Cummings, 39, was arrested today at 11:53 a.m. on Iowa Street in Dubuque for Failure to Comply with Sex Offender Registry (2nd or Subsequent Offense), a felony.
The arrest was made by Officer I. Haines.
Cummings was previously convicted in 2015 of Sexual Exploitation of a Minor.
He is currently in custody pending further court proceedings.
