DUBUQUE, Iowa — Bryan Ramel Black, a 25-year-old, was arrested January 6, 2026, at 770 Iowa St. on charges of misdemeanor assault causing bodily injury/mental illness and two felony probation violations. Arresting officer: J.J. Demmer (AR 2025004482).

Black was on supervised probation from Dubuque County case FECR155437. On February 3, 2025, he entered a negotiated guilty plea to unlawful assembly (aggravated misdemeanor) stemming from a June 5, 2024, incident at 14th Street and Central Avenue. A related felony riot participation charge was dismissed.

He received a two-year suspended prison sentence, 24 months probation, and an $855 suspended fine.

A bench warrant was issued July 17, 2025, after alleged violations. Black appeared initially January 6, 2026, and is held without bail pending a probation revocation hearing January 26 at 3:30 p.m.
