
DUBUQUE, IA – Malik Khalil Jacobs, a 27-year-old Dubuque resident, was arrested on July 17, 2025, at 7:30 AM at 770 Iowa Street by Officer D.I. Ostendorf of the Dubuque Police Department. The arrest stemmed from a failure to appear warrant related to a prior conviction for Operating While Under the Influence (OWI), first offense, classified as a serious misdemeanor.
Court records indicate that Jacobs was initially charged with OWI on November 7, 2024, following an incident reported by the Dubuque Police Department. On March 3, 2025, Jacobs entered a guilty plea through a negotiated or voluntary agreement before Judge Mark T. Hostager in Dubuque County Case 01311 OWCR157396. He was sentenced to 92 days in jail, with credit for time previously served, and 90 days of the jail term were suspended. Additionally, Jacobs was fined $1,250 and I placed on 24 months of probation. His driver’s license was revoked as part of the sentencing.
Following his conviction, Jacobs failed to comply with court-ordered financial obligations, leading to a notice of non-compliance and a payment plan notice issued on June 3, 2025. A notice to suspend was filed on June 18, 2025, and a show cause hearing was scheduled for July 16, 2025. When Jacobs failed to appear at this hearing, Judge Robert J. Richter issued a public/bench warrant on July 16, 2025, resulting in his arrest the following day.
