
A 31-year-old Dubuque man, Fabian Eric Swank, was arrested Thursday afternoon on 21 Felony criminal charges related to child sexual abuse, exploitation, and repeated violations of sex offender registry laws, authorities announced. The arrest, made at 770 Iowa Street at 3:20 p.m. on February 14, 2025, followed a months-long investigation by local law enforcement.
Swank’s charges include multiple felonies and misdemeanors, with court documents listing offenses such as:
- Continuous Sexual Abuse of a Child and Forcible Rape (Felony)
- Six counts of Sexual Exploitation of a Minor for allegedly coercing minors into sexual acts (Felony)
- Five charges of Lascivious Acts with a Child, including forcible fondling (Felony/Misdemeanor)
- Dissemination of Obscene Material to Minors (Misdemeanor)
- Grooming a Child (Felony), indicating predatory behavior to facilitate abuse
- Six felony counts of Failure to Comply with Sex Offender Registry requirements
- Animal Neglect resulting in severe injury or death (Misdemeanor)
Swank was already a registered sex offender before the arrest, with the six registry violations suggesting a history of noncompliance.
A preliminary court hearing is scheduled for next week. Swank is being held on no bond.
